How do scientists decide that two similar animals are really separate species?

A great dane and a chihuahua look nothing alike, yet they are the same species: dogs. Meanwhile two little birds can look like identical twins and turn out to be two completely different species. Looks alone clearly aren't the test. So how do scientists actually decide where one kind of animal ends and another begins?
