Why do sea waves keep rolling in, when the water itself barely travels?

Stand at the seaside and the waves march in, one after another, hour after hour. It looks like the whole ocean is charging at the beach. But watch a seagull sitting on the water: it does not get swept to shore, it just bobs up and down and stays put. So if the water is not travelling to the beach, what is?
