Why do two ice skaters both glide backwards when only one gives a push?

Two ice skaters stand face to face on the slippery ice, perfectly still. One of them reaches out and gives the other a firm push. As you would expect, that skater slides away backwards. But the pusher glides backwards too, even though nobody pushed them. Why do both skaters end up moving?
