Why does breathing helium make your voice squeaky?

Suck a little helium from a party balloon and speak, and out comes a comical, high, cartoon-mouse voice. The strange part: you haven't changed your throat, your vocal cords still vibrate at the same rate. So why does your voice leap up the scale?
