Why does water shoot out further from a hole near the bottom of a bottle than a hole near the top?

Poke two holes in a bottle of water, one near the top and one near the bottom, then watch the two jets. The top one just dribbles down the side. The bottom one shoots right across the room. Same water, same size holes. Why does the low jet fly so much further?
