Why is the first hill of a rollercoaster always the biggest?

Look closely at almost any rollercoaster and you'll spot the same thing: the very first hill, the one the chain hauls you up at the start, is the tallest of the whole ride. Every hill after it is shorter. The track never climbs back up that high again. It's as if the ride is allowed to spend, but never to earn. Why must the biggest hill come first?
